3/2/2021 UPDATE

PPP: Special Loan Period for Small Businesses:

President Biden announced that through March 9, 2021, there will be an exclusive Paycheck Protection Program (PPP) loan application period for businesses with fewer than 20 employees.

Small Business Association (SBA) also announced four additional changes to open the PPP to more underserved small businesses than ever before including:

  • Allow sole proprietors, independent contractors, and self-employed individuals to receive more financial support by revising the PPP’s funding formula for these categories of applicants.
  • Eliminate PPP access restrictions on small business owners who have struggled to make student loan payments by eliminating student loan debt delinquency as a disqualifier to participating in the PPP.

Gathering Size Increase

Effective March 19, 2021, private gatherings at commercial venues will be expanded to 50 percent capacity with a maximum headcount of 100 people for indoor events. Outdoor events will be capped at 200 people. Click here for more information. Note: the updates are listed under “Phase 2.1 – Effective 11/6/20”, noted as “Effective March 19, 2021. We anticipate additional reopening details from the Governor’s office this Thursday, March 4th.

CT Cares Small Business Grant Program
Applications should be available this week

The State of Connecticut is offering a new program to help small businesses in the form of a one-time $5,000 grant.  The grant would be disbursed by December 31, 2020 and does not requirement repayment.  To check if you are eligible please review the criteria at this link: https://portal.ct.gov/DECD/Content/Coronavirus-Business-Recovery/CT-CARES-Small-Business-Grant-Program).

Criteria to be eligible include:

  • 2019 payroll of less than $1.5 million as of 12/31/19 or 20 or fewer employees;
  • 20% or more loss in revenue year to date as of September 30th, 2020 compared with the same period in 2019;
  • In good standing with DRS or current on a payment plan as of 12/31/19; and
  • Includes home-based businesses and sole proprietors.

The grant money may be used for payroll, rent/mortgage, utilities, inventory, purchase machinery and/or equipment and costs associates to ensure compliance with CT Reopen Business Sector Rules.  If you have already received federal PPP, EIDL and/or CT Bridge loans you are still eligible.

We continue monitor developments and will keep you posted with new information as we learn it.  We hope that many of you will be able to take advantage of this one-time grant program.

    Federal Resources

    • Paycheck Protection Program (PPP) - FAQ HERE  | APPLICATION HERE
    • Paycheck Protection Flexibility Act UPDATE

      • The bill is now on President Trump’s desk awaiting signature.
      • The final version of PPFA makes the following changes to PPP:
      • Extends repayment period for loan from 2 years to 5 years;
      • Loan forgiveness period is increased from 8 weeks to 24 weeks;
      • Allows borrowers receiving loan forgiveness to also defer payroll tax payments.
      • Previously, borrowers could either pick to have the loan forgiven or to defer payroll tax payments.
      • Borrowers now can use 60% for payroll and 40% for non-payroll expenses.
      • Previously this was set at 75% and 25% respectively;
      • Rehiring deadline for businesses to have the same FTE as pre-pandemic (Feb 15th) is extended from June 30th to the end of 2020.
      • It also adds new exemptions including:
      • (1) Are unable to rehire individuals;
      • (2) demonstrate an inability to hire similarly qualified employees before December 31, 2020; or
      • (3) demonstrate an inability to return to the same level of business activity as prior to February 15, 2020
      • This is all retroactive to any existing PPP loan.

      CMTA, a member of the Recreational Boating Leadership Council has been attending what once was a monthly call addressing advocacy issues.  Today the efforts of this group ramped up with a very important update on COVID-19 and its impact on the Boating Industry.  The group will now meet weekly.

      Today's Recap: 

      • Focus of NMMA and MRAA Government Relations Teams- for the foreseeable future will be on business protections/assistance related to current crisis. 
      • Nicole Vasilaros and Dave Dickerson (NMMA) and Matt Gruhn and Adam Fortier-Brown (MRAA) were all on the call. MTA’s from all over the country and Canada were on the call.
      NMMA Update from the Hill: Four Stimulus Packages in the Works
        • Corona 1 – 8 Billion for supplemental to prop up the response (passed on March 6)
        • Stimulus 2 – Family’s First Plan from House.  Passed Last week but Senate took up today and hopefully will be passed today/tonight measures to include:
          • Food Assistance
          • Enhance unemployment aid
          • Paid Sick leave provisions
          • Mostly addressing companies less than 500 employees
          • These will be accessed through the Depart of Labor and SBA
        • Stimulus 3 – The Business Package – currently being crafted.  NMMA and MRAA have been weighing in with some of the following provision proposals:
          • Small Business Issues to address
          • Business Interruption Insurance Protection
          • Tariff Relief
          • Interest payment support
        • Stimulus 4 – From the Administration - Which will follow and could total 50 Billion to a Trillion dollars for Business support
      • The group stressed that these are very fluid and NOW is the time to get language, resources, needs included in the Stimulus 3 and 4.  So if you have specific questions and needs – please let me know.  We’ll get into the right hands.
      • MRAA reported:
        • While some of this mirrors the 2008/2009 era – it is not likely to result in the same level of floor plan collapses from the loss of financial institutions.  Not a seismic financial issue – created by the financial markets – rather a reaction to the health crisis. However working on interest support, curtailment issues with all parties, lenders, manufacturers, dealers, suppliers.
        • MRAA Has set up an strong resource site.  We have linked ours to that site
        • All MRAA training is now free to anyone.  ($1,000 typical charge).  If Dealers would like to have staff training at this time, there is a 140 courses available to anyone.
        • Of course all events have been interrupted and resources were shared to help event planners figure out what’s next
      • Overall, most states shared ALL the same issues, concerns, lack of answers as was discussed with the CMTA BOD yesterday.  So we’re all working together to keep communication and guidance open.
      • At the end of the call there were was a new development (yes, within that 45 minute period) that the RV industry reported that shipments of RVs were being stopped at state borders in Nevada, California and Pennsylvania.  We were asked to ask all of you have heard anything like this impact any of your deliveries.  Please advise if so.
